I like Buenos Aires, maybe because it´s a city where I don´t think I´ll live more than a few months, maybe a year...
Big, plenty of libraries (at least for me-- in Bogotá you can´t find so many!), you´ll find it much better than El Bolsón, I´m sure. There are a lot of things to do. Even if you have money (*) or not so many (as me).
(*) That use to be the best when you live in the city. Out of the city there are all other things that flows to your soul, so you don´t need all that stuff that money buys for you.
